Message It’s definitely the VTC making noise, but what’s causing it seems atypical and the noise could be a symptom of low oil pressure rather than a bad VTC. Typically, the noise is prevalent during idle and when the solenoids are activated the noise goes away but in your instance, activating the solenoids is causing the noise to appear.

How’s your oil pressure when you’re testing? If it’s low, there may not be enough oil pressure at idle to fully activate the VTC; to a certain extent there may be just enough to unseat the inner piston to help create the noise.

Rev the engine to see if more RPM will create more oil pressure and make the noise go away.
